Aside from you being wrong already -- the paper omitted headlining that there were failures in maintenance that already antagonized the system.
Your title declares no single breaker could cascade into any effect causing loss of propulsion, which is wholly separate from what you're saying here.
Then you are inferring the reading how you choose, not how it is written.
