What's with all the engraving bullets stuff?

Seems like every shooting has stories and reports of engraved bullets

Is this a fad? Or something being planted in all the stories? How do we know these bullet casings aren't being planted by the sicko feds?

My money's on them planting the casings to feed the narrative...just like the manifestos that turn up after these things.
