In America, they are only allowed to enforce Common Law:
No murder, theft or assault.
They are illegally using Statutes and the Penal Code to enforce stuff that is meant for Government employees only. Nobody is allowed to write up laws and expect the rest of us to follow them unless they are a King and we don't have Kings in America.
