why can't a strong intelligent 30 year old man do it?

Most likely, only a young man working for the CíA or Mossäd would be able to do that. Normal people don't know how to kill civilians. Not even someone (or something) as evil as Ben Mileikowski. This is the job for a trained assassin, who can overcome his brainwashing.
