It's being presented by ThePeoplesVoice which has a long history of posting disinfo with 0 vetting of sources.

The cadence is unnatural. It's overly rythmic. And the words she is speaking sounds like what some goon wrote and copied into a voice reader, not like a natural person talking.
The voice is "variable" to some extent, as a cloned voice is but also overly consistent. It sounds spliced together, rather than a single note being read.
