Hence using artifice to intellegence/intelligo...bind (ligo) within (in) a tale (tell).

control the flow of information

Information isn't flow, but formed (form) within (in) flow (ation/action), hence tempting one to hold onto artificial form (suggested information), while ignoring natural flow (perceivable inspiration), and consent given to suggested establishes control.

Natures flow of inspiration cannot be controlled...so an artificial flow of information has been shaped by few as a controlled environment within the minds/memory of many.
