Good eye there. We need people to be able to spot propaganda in music and video because the propaganda is the equivalent to poison for the mind. The less poison we ingest, the healthier the mind. But first, recognize what is poison. An easy trick is just shot everything off and read beneficial books or listen to audiobooks. Pure silence and nature are also very good if people learn how to enjoy them.
Songs that have a negative message are played with an upbeat music.
Conversely, songs that have a positive message are played with a negative tone.
See, that part about it is kinda fun. One of my favorite writers of all time, David Berman, penned sad lyrics for happy sounding tunes a lot.

It's endearing when you mean it, I think.
Berman committed suicide about a month after this album was released, so I'm pretty sure his happiness really was gone and he meant it.
This is all to say that it's not really a deception tactic so much as a writing style for some.
