Also you can certainly blame US NATO for what they have actually done. They cracked open Libya (providing air strikes to help out the Jihadis, fomenting discontent and supplying weapons directly to Jihadis), they backed the Jihadis in Syria (and wanted to do airstrikes but the US military balked en mass), invaded Afghanistan over a person who wasn't there and who didn't do the crime, invaded Iraq over false pretenses, supported Saudi repression of Yemen including near starvation conditions imposed on them.
