The thought dawned on me is that it is just people dumping hazardous waste. Spread it out over a larger area than dumping it into the ground or water. Leave no trace that they were ever there.

What geo-engineering? Cloud seeding? Yes it exists but it is not efficient at all... Pretty sad that you guys live in fear of your shadow and have to make stuff up for the world to make sense to you.
