a) Persia aka PER (through; forwards) + SIA (seer; fore-teller)...

b) Iran/aryan/arya - "compatriot", hence COM (together) PATRIOT (patris; father).

Liddell & Scott writes that patriotes was "applied to barbarians who had only a common [patris], [polis] or a free-state." Hence babarian/barbaros - "foreign; strange; ignorant".
