Who said Palestine defense forces are surrendering? It's a ceasefire and Jewish militias are supposed to be going out of Gaza.

On the face of it. Palestine defense forces (Hamas, Islamic Jehad, PFLP, etc..) all got what they wanted at the beginning of the war. At the cost of utter and complete destruction and annihilation of course.
