- experienced santa ana winds
- understand fire
- understands the geography of the hills around los angeles county
understands how the expansion of homes in those areas was long-ago setting up for a disaster -- much like how idiots who live below sea-level in New Orleans are (shocked) by flooding.
There is no conspiracy -- only circumstance and typical government oversight failures in resources and idiot consumers who fail to prepare (ex. roofing sprinkler systems which cost next to nothing)
Remember that most conspiracies come AFTER disasters --> TPTB see chaos as opportunity to deploy whatever next thing they have on their list. They often do not even need to provoke the next disaster --> they are exploiters.

To be fair, this conspiracy theory has been around for a decade, at least:
Political operatives, at least some of whom are foreign agents, are inflitrating various public institutions to render them incapable of functioning properly by replacing competent workers with loyal croneys.
This is just the latest disaster caused by the biggest, and most obvious, conspiracy in the West today.
