I think it's a picture of Abu Mohammad al-Julani, a former al-Nusra terrorist, now the de-facto leader of the Syrian transitional government.

There is a theory that he is an Israeli backed leader and the picture of him wearing Israeli tactical gear supports that theory for some people.
