I think they may be trying to program the masses to deprivatize insurance so that everyone relies on the governments, add in some universal basic income and it's "in the pods, people". (Bonus conspiracy: get the masses to cheer in bloodlust!)
Push for A.I. determination of benefits/treatment? Just to be 'fair', you know. And then make exceptions.
