Forgive my ignorance, but I don't remember that. How is it against the rules? What I do remember is the State Department blocking messages from foreign leaders to Joe Biden because then President Trump disputed the obviously fraudulent vote counting and thought he could legally prevail.

Until you are inaugurated, you have no authority to act on behalf of the country and it is a federal violation to by pass the existing executive
