Perhaps. To be honest I can't make up my mind if they framed him with that one or if he was really involved.
I suppose so, but he was talking to a local cop whom he thought was 13. That's way more difficult to frame someone for than: "Surprise, we found child pr0n on his PC. Whadya know! To bad yet another enemy of the state gets sent to prison for this."
