It's the claims made by the federation that disqualified those guys on the grounds of not meeting gender criteria. Claims which the boxers didn't appeal for some reason. They could have easily taken another test proving their sex.

The XY part is a speculation but it's the most logical one. Tell me what else could this mean: "they were subject to a separate and recognized test, whereby the specifics remain confidential. This test conclusively indicated that both athletes did not meet the required necessary eligibility criteria and were found to have competitive advantages over other female competitors."
It's either a full blown dude or an intersex person with genetic chromosomal abnormality like Sawyer syndrome or other male congenital ailment. By the looks of it OP is correct and those degenerates scout for such rare freaks of nature to smuggle them along with the women.
