The way I read this is that the threat of violence for transgressions can be an effective deterrent. i.e.: Jesus and the moneylenders.
He's not calling for their murder btw. He's saying make it absolutely unacceptable in your society to blaspheme, and the problem will HAVE TO go away. Public shaming works. Shunning works. He isn't wrong.

He told us to love our enemies and feed them. He also explained that attacking someone or insulting someone like that makes you a murderer in your heart. You know who else thinks punching people for wrong speech is the right way to go?
