Same reason they do it for things like jfk, mlk.

If they wait until everyone who was involved and actually was horrified by it, will be dead. They wont have to worry about starting any huge protests or anything.

One day they are just gonna be like, yah we did 911, and were all gonna be dead and no one is gonna care lmao.
