You're misinterpreting it. He's saying that if people don't back them up militarily, they can accomplish their goals without outside help.
That's not true or they wouldn't make such a big deal of Biden stopping the shipment of American bombs
The correctness (or even truthfulness) of Benjamin Netanyahu, is another matter.
