"Central Bank" is literally the first two letters of the acronym the Central Banks are considering.

By "eyeing" I guess they mean "inventing."

I love that it had to be a "study," like there was some kind of independent, peer-reviewed research. The Orwellian double-speak is much more clever than he imagined at the time.
