Take a people breeding for thousands of years in fascist dictatorships with periodic civil wars, and thus selecting on the fitness of low empathy, never developing concepts of "rights" and without the influence of a religion (Christianity) that tames the worst impulses in man.....
....then have a huge bottleneck where everyone who speaks up for morality other than that which is told to them by government, even a little bit, gets killed, (some 81+ million of them, during the cultural revolution)...
....sprinkle in Nazi and Soviet level propaganda....
....and Westerners taking advantage of them historically....
...add in modern technology allowing what are essentially warlords to operate at industrial scale....
....and get some idea what China is like today. Corrupt through and through.
