The big thing here is that Americans have guns and, for now, freedom of speech. As a result, we're not in a position where we feel completely pinched by Government and need to act out. Because of this kind of complacency, Government was able to get away with doing passive aggressive things, like "encouraging partners in the private sector" do they're bidding for them.
Good for the Italians: I suppose it's too much to hope for the "Home of the Brave" to emulate Italy's performance.
