I think the reason Charles and Kate are coming out with cancer stories is to make it appear more normal to their ‘subjects’ who are actually suffering from cancer due to the war being waged on them by the likes of the royal family.
If the royal family have cancer then no one will suspect them as being in cahoots with the engineers of cancer
Not one single British person would say "seems weird I have cancer, but at least Charles has it".

I think your understanding, or at least your description, of the psychological mechanisms of Psy Ops/propaganda is far too rudimentary here and takes no account of the subtlety and imperceptibility of the effects public figures have in shaping the minds of masses.
