Nope, Americans are the ones responsible for this since they are the ones funding it and funding and controlling all the dictatorships in the region.

Interesting use of the term "Americans" if you were an American you'd know other than Americans playing politicians, actual regular Americans have no control over what happens with their tax dollars.
