I too think this is plausible. Why? Because the sheer scope of the effort is massive, and an advanced entity would conclude force of arms is not the best way to conquer - you use economic means and psychological means to control populations. The EBEs are not stupid. I think they came either from Mars eons ago or from interstellar space, saw a resource-laden planet ripe for the taking.

Consider the opposite...could a few tempt the masses to reduce their scope of discernment by ignorance? Could it be that masses following few takes less effort; than oneself resisting to be part of masses?
