Because the sheer scope of the effort is massive, and an advanced entity would conclude force of arms is not the best way to conquer - you use economic means and psychological means to control populations. The EBEs are not stupid. I think they came either from Mars eons ago or from interstellar space, saw a resource-laden planet ripe for the taking.
Consider the opposite...could a few tempt the masses to reduce their scope of discernment by ignorance? Could it be that masses following few takes less effort; than oneself resisting to be part of masses?
