He is wrong. Egyptian MB created them when the PLO took Soviet funding and turned socialist. Israel funded Hamas when they were mostly a charity org and the PLO was seen as the world's greatest terrorist threat. They foolishly thought that Hamas could be used as an opposition movement to the PLO.
