Did you actually read anything I wrote? If all these things you list make murders go up, then why the dramatic drop in 2023?
Were any of the things you list even implemented in Portland?
Are you serious? 74 is still triple the long term average. Numbers fluctuate every year regardless ... and yes .. it's been widely reported on

So what exactly is your explanation for the 25% drop in 2023?
Does it even need an explanation? The murder rate isn't constant. Look at 2015-2016, a much bigger swing in the numbers in % terms.
