I've been in construction for 46 years and when people ask "is that possible?", my reply is always the same. Anything is possible, time and money are the only considerations
Remember, you need to be a citizen with no felony conviction to work on a military base or project. If the workers don't see it as nefarious, they are less likely to talk about it. I've long had a saying, " I believe in conspiracies, but I also believe 99.9995% are for our good". Most workers never see the entire project, only a small portion so they really don't have anything to talk about anyway
