Edit: Concrete would cover up evidence. Are the Jews refusing to leave the tunnel trying to prevent this, and stop the others Jews from getting away with their crimes? Are they pulling evidence out of the tunnel, to prevent it from being buried in concrete? Are the police in on it? Were they actively trying to cover up crimes with concrete, like on Ebstein's island?
