I think the days out of circulation was a cover story for something official involving him. Why they would use him for anything rather than Secretary of State I don't know.

Alternatively yeah maybe he got kidnapped or killed, either of which they would hide happening.

Wild speculation, maybe they sent him to meet Zelensky, with a bomb strapped to his chest. Hee hee.
