Disease was a weapon, and my guess was an attempt at airborne AIDS. The "modern bioweapon designed by AI" aspect is evident in that the delivery vehicle (which is the first target of medical countermeasures) also is cytotoxic (to save yourself from A is to infect yourself with B).
