In the 80s, a story broke in Dallas about how unmarked, black windowed vehicles were kidnapping people off the street, and taking them to undisclosed locations, where they would be interrogated and who knows what else for unknown reasons. After several lying denials, the city was forced to admit that it was part of a federal program involving over a dozen cities.
A similar thing was done at a Pennsylvania university under Operation Stargate. Off campus party sites were provided to entice victims.

I remember thst. But the same thing w the black vans was reported during rioting in Portland or Seattle not so long ago.
