I once worked for government. They were obsessed with the pension they were going to get. They would gladly be compliant cogs in the machine for 30 years to max out a pension at 60%+ their maximum annual wage paid in perpetuity the rest of their lives. The government pension system should be illegal since it is huge heavy burden on taxpayers and promotes grift and bureaucrats idling and occupying seats for 30+ years at low productivity.
Maxing out ones pension was the holy grail and state laws often provided opportunities to "purchase" extra time or scapegoat and cheat the system to buy up more years credit at low rate or even double dip. Some state employees are getting paid Pension PLUS a salary and double dipping. The government system is a scam.
As someone who's done over 25 in civil service, this is pretty what you get.
Although I'd say it's a vicious cycle of diversity -> lack of critical thinking -> diversity -> ... because diversity hires just aren't capable, so the government jobs get dumbed down even more over time leading to more diversity hires.
Not only are they obsessed with the pension, but the money in general. Give a diversity hire a living wage and they'll blow it on a BMW for each day of the week and work all the overtime available to afford that lifestyle.

Also, funding the state pension to begin with costs over 10% of their annual salary. And that assumes the pension fund doesn't keep growing in debt, which it does.
