Perceivable was; before anyone within can suggest what is.
a) PUB'LIC, adjective - "pertaining to a nation, state or community; extending to a whole people; as a public law, which binds the people"
b) listening to public speech implies ones consent to being bound by another into a collective.
Consider a boxing ring...different sides within same ring. Getting in gets one hurt. Those suggesting the ring become invisible to both those fighting within and those onlookers in circumference.
