They set this up in 1865 after killing Lincoln who tried to decentralize the US now that the war was over. Vatican ran the entire Civil War from the start with various goals to divide and conquer America but since Lincoln won the war, they just hijacked DC which had gained power because it was wartime. Instead of relinquishing that power, they just kept it and secretly converted the DC gov into a for profit corporation.

Of course they did this without full disclosure to the people who would have to approve such things. The whole thing is a fraud. Then they tried to push out Natural American Law for Admiralty Law.
