More importantly the perception sticks in people's minds. I see it all the time, a storm is hyped up, some wind and rain rolls through and people speak as though we had the originally predicted storm. Where I live we have had a very cool Summer outside a handful of days and I know it first hand because I'm out every day with my animals, but because the news says it has been hot people around me all talk about how hot the Summer has been.
