That's a weird question. You should ask them yourself why they chose to tell the truth instead of lie about this.
You said yourself that you don't trust USAID but in this case you do.
So why do you trust them in this case? How do you know that they are telling the truth about this if they usually lie?
I don't know if they usually lie or not. That's a big part of the reason I don't trust them, however a broken clock is right twice a day.
