I don't know where you're getting your information, but, from my searching, Elon Musk has nothing to do with PayPal anymore.

For example, this article states that Elon and 11% until eBay bought PayPal:

in 2014 Carl Icahn used "activism" to force eBay to spin PayPal off into a separate company, and it is publicly traded as PYPL in the NASDAQ.
