The one I find plausible is that the levy was blown on purpose, but I can't figure out why. Tons of property was utterly destroyed, tons of people died, and I can't think of a single fed or globalist benefit.
MK ultra is trauma based mind control, they use things that are tragedies that are horrible to manipulate. That alone is ample reason in my mind.
