The movie is just to demonstrate that the 91 war was planned long before. The plot of the movie is that a country like Iraq invades a country similar to Kuwait then the Americans come to the rescue.
Saddam was pushed into occupying Kuwait, the British told him to go ahead and occupy it then when he did they turned on him. All scripted.
