There's no doubt the number is smaller than it used to be (though many are fixable, given some time), but the kinds of men that would gladly volunteer up through even 2010 are largely disillusioned, now. It's one thing for the machine to be a bit dirty. But, when it's interests and actions are not at all aligned with yours, are you going to even bother? And, how many veterans employee their kids not to follow their footsteps? Nobody has done a good survey on that, AFAIK, but I guarantee you it is not insignificant.
