However, that does not evidence 1) that the earth spins and 2) whether Earth spins clockwise or anti-clockwise as I originally asked.

I would send 4 cameras up, 2 with lenses of your choice.
Were gonna see a curve. Considering at the height theres not enough atmosphere to raise the baloon anymore, I doubt its refraction in a vacuum.
