My understanding is that rural communities do not have enough people to fill any jobs and so lowering the age is the only real option. Does the regulation specifically state alcohol or is this just something they haven't specially prevented in the language?

It's already bad enough for female staff around drunk patrons but Republicans want to let teenage girls wait on drunken guys. Absolutely disgusting.
