Another problem is many of the bombs are duds and don't go off. Extensive sweeping has to be done after the conflict to reduce risk of civilians getting killed or injured from unexploded clusters.
Extensive sweeping it might be an understatement. According to Reuters, Ukraine is specifically asking for Mk 20 Rockeye II cluster bombs. Also known as CBU-100, Ukraine’s reported plan for the weapons would not involve dropping them from combat aircraft. Instead, they would take the Mk 20s apart and their sub-munitions would be adapted into bomblets that will be dropped by lower-end drones.
They would cover a vast area making it impossible to grow anything, or do any rebuilding, for many years or decades to come. By now the Ukrainians have realized they can't win the conflict, or get any territory back ... and don't want the Russians to grow crops there either.
So you think it's OK to use cluster bombs over some of the most fertile parts on planet Earth, that's Eastern Ukraine? anything you plant there grows almost instantly. Just to give you an idea about this, and what Hitler thought about this area, he instructed all German commanders with trucks retreating or coming back from the Eastern front, to bring loads of dirt from Ukraine back to Germany.
Why do you think BlackRock has secured over 30% of Ukraine landmass part of the rebuilding agreement with the Zelensky government? that is if Zelensky somehow manages to get back the land from the occupying Russian forces, and hold on to what's left of Ukraine. Some could argue this land is more valuable than gold.
Here is video of a cluster bomb lands in a neighborhood street.

Here is another video (different incident) of the aftermath of a Ukrainian cluster bomb missile detonating in the Donetsk, Ukraine.

France grew crops just fine with thousands of dud WW1 bombs including mustard gas ones buried in their fields.

They are already using Depleted Uranium shells on their own fields so its probably too late to save
