At the rate Russia is going, it's going to take another 5 years to take over the whole country. I don't doubt a lot of Ukrainians, and Russians for that matter, and dying, and that absent anything else changing Russia is winning (sorta) but there's not a whole lot of territory being gained.
Anyway, God gave us war for a reason. It's concrete and materially real. Wars are also like digging a big hole and throwing your money into it. They misallocate resources that would find higher uses otherwise. They don't boost growth, but they do make some people rich in that misallocation.
The US government says a lot of things, some of which are right, and some of which are wrong. The vast bureaucracy which, as you say, apparently wrote a report of the necessity of war back in the 1960s, has no moral authority. It was probably the RAND corporation, which did a lot of studies that argued for such things as a pre-emptive strike against the USSR. Insanity. I'd start your search there.
