But this guy somehow manages to live to tell the truth?
That's the point of going public and outing yourself as a whistleblower. By putting your face out there making this claim, it's harder for someone to kill you for it, because it would immediately be seen as suspicious and, if anything, make that person seem more reliable and open more investigation into his claims
You skipped over the relevant part that would've addressed your point:
If a program like this would exist, these people are required to hand over their lives and sacrifice their privacy to them, and they would be killed if they were to go public about it.
But this guy somehow manages to live to tell the truth?
The whole point being that the government would know everything about these people from the moment they wake up till the moment they go to sleep.
I think you'd have to be naive to think otherwise. Governments around the world are very strict about who is allowed access to top secret information. Espionage is a real thing. To think that the discovery of Aliens wouldn't be amongst the most classified information, and people would be allowed to live if they ever blew the whistle, is very naive.
FFS Edward Snowden is living in Russia and is paranoid with technology because he leaked NSA secrets. Meanwhile, this guy's giving interviews on American television and testimony to Congress.
Either way, I've made my point. People can choose to believe what they want.

Sounds like a cool idea, but this seems to just be based on your speculation.

Again, the whole reason people put their face out there is to make it harder for actual retaliation.
