The FBI has seized several bitcoin accounts of arrested people.

Other explanation could be that someone recovered old hard drive or remembered old encryption key or found a lost key or something.

Could be someone who just got out of prison after long prison sentence and had the money stashed in bitcoin so government could not seize it.
