I debated that, but we know they're not out for good... Some still believe they care about closing the Constitution... Hence where I thought the joke worked best, given the space.
To be implies within constitution...center cannot close surrounding (suggested "black hole" distracts from that). Anyway...the suggested constitution tempts one to ignore that perceivable (whole) constitutes perceiving (partial).
From a different perspective...the United States constitution suggests the separation of powers. That represents a deliberate contradiction, since "united" (Latin unitas ,unus; one) implies already separate ones (partials within whole).
The few inverted UNIT (perceivable apartheid) into UNITY (suggested togetherness), hence the whole narrative about nation of immigrants aka melting pot aka miscegenation aka replacement migration aka e pluribus unum (out of many; one) aka tikkun olam (healing the world by bringing together) aka abrahamism (father of multitude) aka equality (sameness) through diversity (differences) aka where we go one we go all (WWG1WGA) etc.
In short...it's the many who ignore what constitutes them, which in return gives the few the power to wield the "constitution" around as a foundation for behavioral indoctrination.

The mass population believes the government cares about the Constitution. Hence why they scream "that's unconstitutional!"
They're ignorant to the fact that the government doesn't care about anything but the current and future agendas of control.
Everyone knows the government isn't out for good, but believe they still follow some set of rules.
The last panel is to point to the latter, where they don't care about the rules, regardless of good or evil.
