On August 1, 1996 the US Air Force Air War College released an unclassified report titled "Weather As A Force Multiplier: Owning The Weather In 2025" which discussed the importance of harnessing weather modification technologies required to remain a dominant air and space force. The report encompassed artificial ionospheric mirroring, cloud seeding, EMF modification and directed radiant energy (lasers/microwaves) technologies.
